Resolution of the International Kagyu Conference (December 3, 1992)

Resolution of the Kagyu International Assembly Concerning Mr. Topga Yugyal The resolution below was passed on December 3, 1992, at the Kagyu International Conference held in Rumtek, Sikkim, India:The confirmation followed by the enthronement of the XVIth Gyalwa Karmapa on the golden seat of all the previous Karmapas, at celestial Tshurphu Monastery, was accomplished according to the letter of prediction left by His Holiness the XVIth Karmapa, before his parinirvana and according to the sacred vision of His Holiness the XIVth Dalai Lama. But Mr Topga Yulgyal has refused to accept this decision based on the pure wisdom of Their Holinesses.
          Most importantly, he has been repeatedly establishing His Eminence Shamar Rinpoche as the owner of the Dharmachakra Centre of Rumtek. Rebuilding Tsurphu (1992-1999)

In early 1980, when the communist Chinese government opened the Tibet-Nepal border for older Tibetans to visit family and relatives, His Holiness the Sixteenth Gyalwa Karmapa instructed Venerable Drupon Dechen Rinpoche to go back to Tibet to reconstruct the original seat, Tsurphu Monastery. Reconstruction of Tsurphu was extremely difficult because Tibetan people were very poor and any support they could provide was very limited. However, through the tireless effort of Drupon Dechen Rinpoche and the devotion and dedication of the Tibetan people, many aspects this large complex was rebuilt. After many years of hard work and dedication they completed the partial rebuilding of the main shrine and some of the other parts of the development. Throughout Tibet and China, many monasteries were destroyed during 1959 and the Cultural Revolution. Tsurphu was no exception, suffering very heavily. Enthronement (September 27, 1992)

In July of 1992, His Holiness received his formal name in a traditional ceremony before the most precious Buddha image in Tibet, at the Jokhang Temple in Lhasa. Situ Rinpoche and Gyaltsap Rinpoche conducted the elaborate ceremony, presenting His Holiness with a variety of blessed items sent by His Holiness the Dalai Lama and others. His Holiness was given the traditional name of the Seventeenth Karmapa, revealed to the Great Treasure Holder ("Terchen") Chokgyur Dechen Lingpa by Guru Rinpoche in the 19th Century C.E.: Pal Khyabdak Ogyen Gyalway Nyugu Drodül Trinley Dorje Tsal Chokle Nampar Gyalway De.
On 27th September 1992, His Holiness XVIIth Karmapa was enthroned at Tolung Tsurphu, the main seat of all the Gyalwang Karmapas since the 12th century. First Public Ceremony - September 29, 1992

On September 29, 1992, His Holiness the Seventeenth Gyalwa Karmapa Ogyen Trinley Dorje performed his first public ceremony, bestowing the empowerment of Standing Red Chenrezig (Avalokiteshvara). The empowerment was received by over 20,000 of his fortunate devotees. He was assisted by H.E. Tai Situ and H.E. Gyaltsab Rinpoche, and read the core of the ceremony himself in a voice clear and steady. It was a moving moment for any who had known the previous Karmapa. The Seventeenth Karmapa had begun his great compassionate activity, and it was acknowledged not only by the people present but also by a contingent of eagles which circled in a clockwise direction above the monastery, and by a horizontal rainbow that appeared in a virtually cloudless sky during the empowerment.

On March 19, 1992, Tai Situ Rinpoche, Jamgon Kongtrul Rinpoche, Gyaltsap Rinpoche and I held a meeting in which Tai Situ Rinpoche presented us with His Holiness' handwritten letter of prophesy, the sacred testament, which was found in Situ Rinpoche's protection talisman. At that time, a little doubt arose in my mind, but now I have attained complete confidence in Situ Rinpoche, and the contents of this letter, according to which the reincarnation has definitely been discovered and further confirmed by His Holiness the Dalai Lama as the incarnation of His Holiness the Gyalwang Karmapa.
I offer my willing acceptance and henceforth, I will no longer pursue the matte of examining the sacred testament, etc.

On the day the swan circles the edge of the lake
And leaves its fledglings in the darkening swamp
The day the white vulture soars in the
     depths of the sky,
You will wonder where the man Rigdröl is.

O Fledglings, I feel untold grief for you.
Now I will not explain much; this is but a jest,
Yet unified with ultimate reality.
When the Lord of the Path is held
     by the king of birds,
In prayer I aspire that we gather in great joy.[1]

His Holiness the 16th Karmapa fled Tibet in 1959 and since that time Tsurphu Monastery had been without a Karmapa in residence. Thus the arrival of the reincarnation of the 16th Karmapa was greeted with great anticipation. When word reached the Tibetans that the reincarnation of the Karmapa had been found and hat he was being brought to Tsurphu Monastery, thousands of his followers gathered in great joy.

After the advance search team from Tsurphu had located the Seventeenth Karmapa in Tibet, the monastic party accompanied the young Karmapa to Kalek monastery. Akong Tulku Rinpoche and Sherab Tarchin soon arrived to verify the information of the search party.

On the 7th of June, 1992, when Situ Rinpoche and Gyaltsap Rinpoche arrived in Dharamsala, His Holiness the Dalai Lama was on a visit to South America. On the evening of that same day, the two Rinpoches telephoned His Holiness to inform him of the following.
"In His Holiness the Gyalwang Karmapa's Dakhaishalcham [sacred letter disclosing his reincarnation], it is said: 'In the east of Tibet, a nomad community with the sign of cow, the method is Dondrub and the wisdom is Lolaga.' With this clear description of the names, a thorough search was made, and in the nomad community named Bakor, in the Lhathok region of eastern Tibet, on the eighth day of the fifth Tibetan month in the wood ox year, a boy was born whose father was Karma Dondrub Tashi and mother, Loga. Predictions Fulfilled: the Search Party Finds the Karmapa (May-June 1992)

When the search party arrived in Bakor, they found that they had been expected by the eight year old son of Döndrub and Loga. He had for many weeks been planting trees and performing special blessing rituals, preparing to depart soon. “The identity of a Karmapa is not decided by a popular vote or a debate between groups. It is decided only by the prediction of the previous Karmapa.[1] ” Traditionally, the Karmapa is identified by matching the prophecies of his predecessor to the details of the birth of the candidate for recognition as a Karmapa.
